Vladimir Malinov

Caretaker Minister of Energy

Vladimir Malinov was born on June 3, 1976 in Sliven. He holds a Master’s degree in Law from the Faculty of Law of St. Kliment Ohridski University in Sofia.

In the period March 2018 to 2024 Vladimir Malinov is Executive Director of the Bulgarian national gas transmission operator Bulgartransgaz EAD. During this period, the company implemented a number of strategic projects in order to improve the energy connectivity and achieve real diversification of natural gas supply sources and routes both in Bulgaria and in the South-East Europe region. Prior to taking over the management of the gas operator, he headed the Legal Department at Bulgartransgaz, where he was responsible for processes related to regulatory issues, relations with European institutions, certification and its unbundling, as well as the implementation of the EU market codes in the natural gas sector.

In 2019, Vladimir Malinov was elected a Chairperson of the Board of Directors of Balkan Gas Hub – the first gas exchange in Bulgaria. Since January 2021, he has been a member of the Board of Directors of Gastrade S.A. – the project company that is building the liquefied gas terminal near Alexandroupolis. At the end of 2021, Malinov was elected as a member of the Board of the European Network of Transmission System Operators for Gas (ENTSOG), whereby our country actively participates in planning and development of gas networks to achieve the energy transition by creating conditions for using hydrogen.
Since 2018, Malinov is a member of the Board of the Bulgarian Natural Gas Association, as well as the Board of Trustees of the St. Ivan Rilski University of Mining and Geology.

Since August 2008 to June 2010, he was the Head of the Market Research and Strategic Project Management Department in the Armaments Policy Directorate at the Ministry of Defence. In the period March 2003 to August 2008, he worked successively as a senior and chief expert in the Legal and Regulatory Directorate at the Ministry of Defence.
He is fluent in English and German.
