Roumen Markov is a Bulgarian infrastructure expert and the founder and General Manager of Large Infrastructure Projects Ltd., a company focused on developing large-scale pan-European transport infrastructure projects. His company developed a new transport artery between the Aegean and Baltic seas, named the ABC+De corridor — standing for Aegean Sea–Baltic Sea Connection and the Danube River — and formally proposed it to the European Union as a new TEN-T corridor. He has described the Danube-Aegean Motorway as a project for an efficient, intelligent, and environmentally friendly intermodal transportation artery.

As General Manager of Large Infrastructure Projects, Markov has also been a leading advocate for high-speed rail in Bulgaria, presenting plans for two main connections — Sofia to Thessaloniki and Sofia to Varna with a branch to Ruse and Bucharest — designed to allow speeds of 350 km/h. The double-track Sofia–Thessaloniki high-speed rail line would form part of the TEN-T Core Network through the Orient/East-Med corridor, shortening travel time between the two cities from almost seven hours to one hour and thirty minutes.

He represented Bulgaria at the 12th UIC World Congress on High-Speed Rail 2025 in Beijing, presenting the Sofia-Thessaloniki project as one that could connect the Balkans with Central Europe and turn Bulgaria into a strategic hub for sustainable transport in the region. He has also engaged at the highest European levels, meeting with EIB Vice-President Lilyana Pavlova in Luxembourg to discuss financing possibilities for the Danube-Aegean Motorway project.
