Harry Theoharis was born on August 6, 1970, in Athens. He holds an MEng (Hons) in Software Engineering from Imperial College, London, and has extensive experience in both private sector companies and start-ups in Greece and abroad. He was first elected to Parliament in 2015 and joined the New Democracy party on December 18, 2018. In the national elections of May and June 2023, he was re-elected as a Member of Parliament under the same party.
Throughout his career, Mr. Theoharis has held several significant public roles. During 2011–2012, he served as Secretary General for Information Systems, where he introduced digital services that reduced bureaucracy and its associated costs. From 2013 to 2014, he served as Secretary General for Public Revenues at the Greek Finance Ministry, successfully meeting budget revenues, producing a fiscal surplus, and launching the publicrevenue.gr platform to promote transparency. From 2019 to 2021, he served as Minister of Tourism, focusing on revitalizing Greece's tourism sector amid the COVID-19 pandemic through sustainable practices and digital transformation. He also served as Parliamentary Spokesperson for New Democracy from 2021 to 2023.
On June 27, 2023, Mr. Theoharis was appointed Deputy Minister of Finance for taxation matters by Prime Minister Kyriakos Mitsotakis, a position he held until June 2024, during which he prioritized transparency, efficiency, and a fair, investment-friendly tax environment. In the fall of 2024, he was nominated by the Prime Minister as a candidate for Secretary-General of UN Tourism, leading a widely praised international campaign. On June 30, 2025, he was appointed Deputy Minister of Foreign Affairs, responsible for economic diplomacy and advancing Greece's global outreach. He is married to Dimitra Rigogianni and is the father of four children.
