Dušan Raičević was born on 14 February 1984 in Bar, Montenegro, where he also completed his early education. He went on to graduate cum laude from the Rochester Institute of Technology Croatia in Dubrovnik, majoring in Small Business Development, and speaks both English and Italian. Before entering politics, he worked in private business, serving as CEO of PROMADURA FLORS D.O.O. from 2008 to 2014.

He then moved into public service, becoming Deputy Mayor of Bar from 2014 to 2018 and Acting Head of Department in the Secretariat for Economic and Finances from 2015 to 2017. He was elected Mayor of Bar in August 2018 and has since overseen significant growth in the municipality, attracting close to €200 million in investments and helping transform Bar from a transit hub into a recognized tourist and cruise destination.

Beyond his local role, Raičević holds prominent regional positions. He serves as President of the Governing Board of the Union of Municipalities of Montenegro, and in April 2024 he assumed the presidency of NALAS — the Network of Associations of Local Authorities of South-East Europe — for the 2024–2025 term. In that capacity, he has been an active advocate for local democracy and for the EU integration of Western Balkan countries.
