Architect Veselin Berov descends from an old Stara Zagora family with roots going back to 1670. He graduated in Architecture from the Higher Institute of Civil Engineering (now the University of Architecture, Civil Engineering and Geodesy) in Sofia in 1971, and until 1989 worked as a designer, passing through all levels of the architectural profession. In the first mayoral term following Bulgaria's democratic changes, he served as Chief Architect of Stara Zagora and Head of the Department of Architecture and Urban Improvement.

From 1993, he has been the head of architectural bureau "VEBER" in Stara Zagora, a practice focused primarily on design work. He is also known as the head of design bureau "VEBER" — Stara Zagora — in a professional capacity, having written open letters to the Ministry of Regional Development and the Chamber of Architects of Bulgaria on matters of urban planning and the quality of public procurement processes related to architectural projects. He has served as a municipal councillor for the 2003–2007 term, and is a two-time recipient of the "Stara Zagora" award, as well as a recipient of the Order of St. Kliment Ohridski.

Berov is a prominent civic voice on urban development issues in Stara Zagora, including his advocacy for preserving the city's historic airport. He developed a pro bono planning project combining an airport with an industrial zone and adjacent residential area — a proposal he presented publicly as an alternative to the municipality's plan to convert the airport site into an industrial zone. He has also been a consistent critic of urban planning decisions he considers to violate the city's General Development Plan, including the design of road intersections and cycling infrastructure.
