Vladimir Malinov has been the Executive Director of Bulgartransgaz EAD since January 29, 2025. From April 2024 to January 2025, he served as the caretaker Minister of Energy of the Republic of Bulgaria.
From March 2018 to 2024, Malinov was the Executive Director of the Bulgarian national gas transmission operator, Bulgartransgaz EAD. During this period, the company implemented a number of strategic projects aimed at improving energy connectivity and achieving real diversification of sources and routes for natural gas supply both in Bulgaria and in the Southeast European region.
Before taking over the management of the gas transmission operator, he headed the Legal Department at Bulgartransgaz, where he was responsible for regulatory matters, relations with European institutions, certification and unbundling, as well as the implementation of EU market codes in the field of natural gas.
In 2019, Vladimir Malinov was elected Chairman of the Board of Directors of Gas Hub Balkan – the first gas exchange in Bulgaria. Since January 2021, he has been a member of the Board of Directors of Gastrade S.A., the project company developing the LNG terminal near Alexandroupolis.
At the end of 2021, Malinov was elected to the Board of the European Network of Transmission System Operators for Gas (ENTSOG), through which Bulgaria takes an active part in the planning and development of gas networks to achieve the energy transition by creating conditions for the use of hydrogen.
From August 2008 to June 2010, he was Head of the "Market Research and Strategic Projects Management" Department in the Armaments Policy Directorate at the Ministry of Defence. Between March 2003 and August 2008, he worked successively as a Senior and Chief Expert in the Legal and Regulatory Affairs Directorate at the Ministry of Defence.
He holds a law degree from the Faculty of Law at Sofia University “St. Kliment Ohridski.”He is fluent in English and German.
