Sylvie Matelly has served as Director of the Jacques Delors Institute since 2023, where she leads the think tank’s strategic vision in shaping European policy, economic resilience, and global transition frameworks. From 2016 to 2023, she was Deputy Director of the French Institute for International and Strategic Affairs (IRIS), where she had been a senior researcher since 2001 specialising in international and defence economics. Her expertise spans a wide range of topics, including defence policy, strategic industries, export controls, corruption, and the geopolitics of globalisation. Between 2009 and 2016, she headed the Department of Economics, Finance, Law and International Relations at the Léonard de Vinci School of Management in Paris-La Défense. She holds a PhD in International Economics from the University Pierre Mendès France in Grenoble, with a dissertation entitled “The Economic Determinants of Military Spending” (2000). She is the author of several acclaimed publications, including: “Can Europe Respond to Globalisation?” (with Bastien Nivet, Éditions La Découverte, 2015), “Geopolitics of the Economy” (Éditions Eyrolles, 2021), “Economics Made Simple” (co-authored with Assen Slim, Éditions Eyrolles, 2023). Sylvie Matelly is a widely respected voice in the European and international policy space, recognised for her analytical depth and commitment to promoting strategic autonomy and sustainable economic models.
