Savina Mihaylova-Goleminova, PhD

Dr. Savina Mihaylova-Goleminova is an Associate Professor of Financial and Tax Law at the Faculty of Economics and Business Administration, Sofia University “St. Kliment Ohridski.” She is Head of the Master’s Program in “Economics and Management of Public Resources” and has extensive academic and advisory experience in the field of public finance, EU funds, and taxation. She holds a Master’s degree in Law from Sofia University and earned her PhD with a thesis on “Financial Legal Relations in the System of Public Funds from the European Structural and Cohesion Funds.” Dr. Mihaylova-Goleminova has specialized at IBFD (Amsterdam) and the University of Oxford. Her teaching portfolio includes subjects such as Financial and Tax Law, Corporate and Financial Law, EU Funds Control, and Public Finance and Taxation. She is a member of the Sofia Bar Association, the European Association of Tax Law Professors (EATLP), and the International Fiscal Association (IFA). In the public sector, she has served as a legal advisor to the President of the 40th National Assembly (2005–2009) and to the Deputy Prime Minister in charge of EU funds management (2014). She has also been appointed by the European Commission as an independent expert on the list under Directive 2017/1852 on tax dispute resolution mechanisms within the EU. Dr. Mihaylova-Goleminova is actively involved in projects related to public administration reform and EU financial governance. She is the author of numerous publications on financial and tax law and frequently contributes to policy discussions and academic forums in Europe.
