Dr. Eng. Rositsa Karamfilova-Blagova is an expert with many years of experience in the field of environmental management. For more than 20 years, she has worked within the system of the Ministry of Environment and Water (MOEW), successively holding both expert and managerial positions—ranging from junior expert to Executive Director of the Executive Environment Agency (ExEA). She has also headed the strategic planning and international programs and projects divisions within the MOEW.
During the 2022–2023 period, she served as the Minister of Environment and Water in two consecutive caretaker governments. From 2023 to 2025, she served as the Environmental Advisor to the President of the Republic of Bulgaria. Most recently, she served as the Executive Director of the Executive Environment Agency. She is a member of the Management Board of the European Environment Agency (EEA).
