Prof. Dr. Sci. Lyubomir Vladimirov was born on March 6, 1974, in the city of Ruse, Bulgaria. In 1999, he graduated in European Studies from the "Angel Kanchev" University of Ruse, and in 2005, he earned a degree in Economic and Financial Control from the "D. A. Tsenov" Academy of Economics in the town of Svishtov.
Since 1999, he has held successive academic positions as assistant, senior assistant, chief assistant, associate professor, and full professor at the University of Ruse, Faculty of Agrarian and Industrial Studies, Department of Ecology and Environmental Protection. There, he teaches courses including: Theory of Environmental Risk, Environmental Management, Waste Management, Environmental Assessment, Eco-Project Management, Environmental Policy, Environmental Legislation and Standards, among others.
Since 2007, he has also served as a professor at Varna Free University "Chernorizets Hrabar", Faculty of Law, Department of Security and Safety, where he teaches students in the National Security Protection program. His courses include: Risk Assessment, Safety of Production Processes, Emergency Rescue Equipment, Evacuation of Buildings and Facilities, Emergency Recovery Operations, Fire Safety Expertise.
From 2007 to 2009, he served as a municipal councilor and deputy chairman of the Municipal Council in Ruse. Between 2009 and 2017, he was elected as a Member of Parliament in the 41st, 42nd, and 43rd National Assemblies, where he was a member of the Environment and Water Committee and the Budget and Finance Committee.
In 2009 and 2012, he defended two doctoral dissertations at the G. S. Rakovski Military Academy: Risk Metrics in Environmental Security, Management of Cross-Border Environmental Security.
He is currently the Director of the Directorate "Ecology and Green Urban Environment" at Ruse Municipality. He is actively engaged in addressing air quality issues, developing environmental programs and strategies, and coordinating interaction with other state and regional institutions on matters related to urban development and green infrastructure.
He is the founder of the "Environmental Cadastre of Ruse Municipality" – a quality management system for atmospheric air in the municipality's territory, operating as a local multi-level governance system in the European Union.
