Pencho Milkov

Pencho Milkov is the Mayor of Ruse Municipality, first elected in 2019 and re-elected in 2023. Born in 1978, he graduated from the Faculty of Law at the University of Ruse and holds a Ph.D. in Law since 2013. He also earned a Master's degree in National Security and Defense from the "G. S. Rakovski" Military Academy in Sofia. As mayor, Pencho Milkov is committed to transparency and accountability in governance. Under his leadership, Ruse Municipality ranked first in the 2022 Local Integrity Index by Transparency International – Bulgaria. In the first year of his second term, Mayor Milkov focused on infrastructure development, supporting families and children, and preparing for the utilization of European funds to advance the city's growth.
