Associate Professor Dr. Nataliya Kiselova was elected on 6 December 2024 as Chair of the 51st National Assembly of the Republic of Bulgaria. She earned her LL.M. in Judicial Practice and Public Administration at Sofia University “St. Kliment Ohridski,” then went on to complete a Ph.D. in Law with a dissertation on “Parliamentary Oversight.” Since 2005, she has served as an associate professor of Constitutional Law at the same faculty.
Beyond academia, Dr. Kiselova has held senior roles in the Ministry of Justice and in the Office of the President of Bulgaria. As a leading expert in constitutional law, she has published extensively—including two monographs—and co-authored the textbook Protection of Fundamental Rights. Her most recent work, The Living Constitution, gathers over one hundred articles examining Bulgaria’s political and legal challenges over the past two years.
Upon her election, Dr. Kiselova emphasized that Bulgarian citizens need renewed hope and that restoring normal governance is of paramount importance. She pledged to preside impartially over all members of parliament, to seek compromise through open dialogue, and to uphold the Assembly’s decisions with rigor.
