Ivaylo Kastchiev holds a PhD in Economics and Management from Sofia University and an MBA from City University of Seattle, with more than 20 years of experience in the water and sanitation sector. He began his career at Sofiyska Voda, where he worked on strategic investment planning, asset management, network operations, and non-revenue water reduction. Between 2013 and 2025, he held senior regulatory roles at the Energy and Water Regulatory Commission of Bulgaria, overseeing water service quality, tariffs, business plans, and regulatory reforms. Mr. Kastchiev has also worked closely with the International Water Association, WAREG, and the World Bank, contributing to international projects, research, and publications in water governance and regulation.
