H.E. Marie Dumoulin is a seasoned French career diplomat who has served as the Ambassador Extraordinary and Plenipotentiary of the French Republic to the Republic of Bulgaria since September 2025. She presented her credentials to the Bulgarian Foreign Ministry shortly after her appointment, with both sides expressing satisfaction with the excellent bilateral relations between the two countries and their intensive cooperation across many domains. Prior to her posting in Sofia, she spent four years (2021–2025) seconded to the European Council on Foreign Relations as Programme Director, and before that served as Deputy Director for Russia and Eastern Europe within France's Continental Europe Directorate from 2018 to 2021. Her earlier career included postings in Berlin, Algiers, and Almaty, as well as a stint as an exchange diplomat at the German Foreign Ministry.

Since taking up her post, Ambassador Dumoulin has been actively engaged across a wide range of bilateral and multilateral issues. Key priorities she has championed include deepening Franco-Bulgarian cooperation in defence, Black Sea security, and civilian nuclear energy, and she has expressed enthusiasm for the signing of an updated Roadmap of the Bulgarian-French Strategic Partnership. She has also engaged with Bulgarian leadership on the country's bid to join the OECD, as well as broader European and international agenda items, with both sides underscoring that Bulgaria and France are not merely partners but strong allies within the EU and NATO.

On the thematic front, Ambassador Dumoulin has voiced ambitions to collaborate with Bulgaria on projects tied to the European policy agenda, particularly in the energy sector — encompassing nuclear, solar, and hydroelectric energy — and has emphasised France's strong commitment to protecting marine biodiversity and the world's oceans. She has also highlighted France's appreciation for Bulgaria's role in maintaining security in the Black Sea region and discussed the challenges facing the EU, underscoring the need for coordinated action among member states. Her diplomatic profile reflects a deep grounding in European affairs and Eastern European policy, making her a well-suited envoy for the current strategic moment in Franco-Bulgarian relations.
