Eng. Teodora Pakuleva is a senior professional with more than 15 years of experience in water and wastewater infrastructure, project management, and strategic development of the water sector. Her expertise spans strategic planning, investment management, and the implementation of innovative solutions supporting the modernization and sustainable development of water utilities.
She currently serves as Project Manager at the Bulgarian Water Association (BWA), where she leads and coordinates initiatives focused on sector development, international cooperation, strategic partnerships, and participation in national and international projects and funding programs. Her work is focused on advancing strategic initiatives, fostering innovation, and strengthening the capacity and resilience of the water sector in Bulgaria.
Eng. Pakuleva is also a Member of the Board of Directors of the International Association of Water Service Companies in the Danube River Catchment Area (IAWD), contributing to policies and initiatives that promote regional collaboration, sustainable water management, and knowledge exchange across the sector.
Her previous leadership roles include Deputy Chair of the Board of Directors at Bulgarian Water Holding and management positions at Sofiyska Voda AD, where she contributed to strategic investment programs, infrastructure development, water loss reduction initiatives, and the implementation of advanced technologies and operational solutions.
She holds a Master’s degree in Water Supply and Sewerage Networks and Facilities from the University of Architecture, Civil Engineering and Geodesy (UACEG), as well as a Master of Business Administration degree from the University of National and World Economy (UNWE). Her professional interests focus on sustainable water resource management, infrastructure efficiency, and building resilient, future-oriented solutions for the water sector.
