Elvire Fabry is a leading expert in trade geopolitics and Senior Research Fellow at the Jacques Delors Institute, where she coordinates strategic policy work on international trade and serves as Rapporteur of the Working Group on EU–China Relations. Her current research focuses on economic security, trade negotiations, EU–US and EU–China dynamics, investment flows, global value chains, WTO reform, and Brexit. She is a board member of CEPII (Paris), sits on the Policy Advisory Committee of the German Marshall Fund (Paris office), is part of the Scientific Council of the Elcano Royal Institute (Madrid), and serves on the Editorial Board of Futuribles magazine. Between 2020 and 2024, she was a member of the Jean Monnet Network on Transatlantic Trade Policy. Elvire began her career at the European Commission’s Prospective Analysis Unit, before joining the Futuribles foresight group, the Robert Schuman Foundation, and later leading the Europe and International Affairs Programme at the Fondation pour l’innovation politique (2005–2009). She joined the Jacques Delors Institute in 2009. She holds a PhD in Political Science from Sciences Po – Paris and master’s degrees in Philosophy and International Relations from Panthéon-Sorbonne University. She is also a graduate of the 64th Defence Policy Session of the French Institute for Higher National Defence Studies (IHEDN). Since 2018, she has held the honorary rank of Colonel in the Citizens’ Reserve of the French Air Force.
