Dr Philippe Tulkens

Dr Philippe Tulkens is Head of Unit at the European Commission's Directorate-General for Research and Innovation (DG R&I), where he leads policy and scientific coordination in the field of climate change. He serves as the EU Focal Point to the Intergovernmental Panel on Climate Change (IPCC) and is the Deputy Manager of the EU Mission on Adaptation to Climate Change, a flagship initiative under the Horizon Europe programme. With a strong background in environmental science, sustainability, and international research policy, Dr Tulkens plays a key role in bridging science and climate resilience decision-making at both European and global levels. He is a driving force behind the EU's efforts to accelerate climate neutrality through innovation, evidence-based policy, and collaboration with local and regional actors.
