Delyan Dobrev was born on May 14, 1978 in Haskovo. In 2002, he graduated as a BA in Economics from Wesleyan University, Middletown, Connecticut, USA, and later as a MA from the University of National and World Economy. He majored in accounting and finance at the London School of Economics and Political Science. Dobrev is an expert in European project management, financial and tax legislation. His professional career began at the consulting company KPMG in Toronto, Canada and "Newton Finance Management Group" in Sofia. After returning to Bulgaria, he worked in the District Administration of Haskovo District, as a project manager with European funding in the Agency for Supporting the Development of Small and Medium Businesses, in the District Court in Haskovo, the Alliance for Regional Cooperation and Development and elsewhere. Since 2009, he has been a deputy from GERB in the XLI National Assembly, where he is the vice-chairman of the Committee on Economic Policy, Economy and Tourism and a member of the Committee on Budget and Finance. On May 18, 2011, he became Deputy Minister of the Economy, Energy and Tourism with the portfolio of energy, replacing the resigned Marij Kosev. He was elected as a deputy in the 49th National Assembly. From July 13, 2023, he is the chairman of the parliamentary committee on energy.
