Damir Miljević is a seasoned expert and member of the Management Board of RESET — the Regional Center for Sustainable Energy Transition, based in Banja Luka, Bosnia and Herzegovina. He brings more than 30 years of experience in project management, project evaluation, financing, needs assessment, research, local and regional development, agricultural development, business consulting, and corporate and public finance, alongside more than seven years of specific experience in energy transition, energy market development, and energy economics. He has extensive experience in policy creation, analysis, and evaluation, and has worked on technical assistance projects for major international organisations including the EU, World Bank, UNDP, and USAID. He is also the author of more than 40 publications and articles and two books.
Miljević is a prominent advocate for viewing the energy transition in the Western Balkans not as a threat, but as a development opportunity — an industrial revolution based on harnessing the energy of the sun, wind, and water, resources the region has in abundance. He has called for comprehensive social dialogue and the setting of a coal phaseout date as essential prerequisites for a successful transition.
He has warned that unless the approach is fundamentally changed, the energy transition in the Western Balkans risks being relatively uncontrolled and greatly influenced by short-term policies, market forces, and particular economic interests — comparing it to the post-communist privatisation of state assets, with potentially similar adverse impacts on people and companies. He has also stressed that issues such as carbon pricing and the EU's Carbon Border Adjustment Mechanism must be discussed with all stakeholders in the region, not just governments, as they affect every citizen and company.
