Borislav Gutsanov is an established Bulgarian politician and public figure with a distinguished career in both local and national government. Since 16 January 2025, he has served as Minister of Labour and Social Policy in the Zhelyazkov cabinet.
Gutsanov’s political journey began in 1995 when he was elected as a municipal councillor in the city of Varna. Over the next 25+ years, he played a leading role in shaping local governance, including as Chair of Varna Municipal Council and Head of the National Association of Municipal Council Chairs in Bulgaria. He has served as a member of the Executive Bureau of the Bulgarian Socialist Party (BSP) and currently chairs its Council on Finance and Economy.
He has been elected as a Member of Parliament in eight consecutive National Assemblies, holding key positions in parliamentary committees on regional policy, local governance, and transport. Gutsanov is widely recognised for his expertise in economic development, infrastructure, and social policy.
He holds a degree in Civil Maritime Navigation from the Naval Academy "N. Y. Vaptsarov", and has completed postgraduate studies with distinction at the "G. S. Rakovski" Military Academy, where he also earned a PhD in security and defence policy. He is additionally certified in research methodology.

He is married to Monika Gutsanova and is the proud father of two daughters.
