Andrey Novakov has been a Member of the European Parliament since 2014, being the
youngest member of the House at the time of his election. He has been a full member of the
Committee on Regional Development (REGI) since 2014, where he subsequently became EPP
REGI vice-coordinator and coordinator. Currently, he is a rapporteur on the European Fund for
Economic, Territorial and Social Cohesion, Agriculture and Rural, Fisheries and Maritime
Prosperity and Security. Novakov was a rapporteur and negotiator for the current regional policy
(2021-2027).
Andrey Novakov is the only Bulgarian MEP who is a full member of the Committee on Security
and Defence (SEDE) where his work focuses on the Bulgarian and European defence
technological and industrial base, protection of critical infrastructure (transport, energy and
cyber) and the promotion of military mobility by cutting red tape in the movement of military units
and equipment and thus achieving a military Schengen. In addition to this, he acts as a
substitute in the Committee on Transport and Tourism. Currently, he is a rapporteur on the
revision of the regulations on air passenger rights and air carrier liability in respect of the
carriage of passengers and their baggage.
Over the years, Novakov’s political work has emphasised the preservation of Cohesion policy,
the empowerment of regional authorities, the support for bottom-up and practice-oriented
approaches in favour of EU citizens and consumers.
Andrey Novakov graduated in Public Administration from South-West University "Neofit Rilski"
in Blagoevgrad, where he also obtained a Master’s degree in Law. He further specialized in the
United States through a young leaders’ program that included training at the Department of
State and the Pentagon. Since 2026, he is pursuing a PhD at Military Academy "G. S.
Rakovski".
