Andres Jaadla is a long-serving city councillor and former Mayor of Rakvere, widely recognized as one of Estonia's leading experts on housing policy and sustainable urban development. As a member of the European Committee of the Regions (CoR), he plays an active role in shaping EU policies regarding building energy efficiency and the European Renovation Wave.
Jaadla serves as the Chairman of the Estonian Union of Co-operative Housing Associations (EKÜL) and is the Vice-President of Housing Europe (the European Federation of Public, Cooperative, and Social Housing). Under his leadership, the city of Rakvere has become a European benchmark for innovative green urban initiatives, demonstrating how smaller municipalities can successfully implement renewable energy solutions and achieve climate neutrality.
