Emil Boc is a Romanian politician and university professor, serving as the mayor of Cluj-Napoca—the second-largest city in Romania—initially from 2004 to 2008 and again since 2012. Born on September 6, 1966, in Răchițele, Cluj County, he holds a PhD in Political Science and is an associate professor at Babeș-Bolyai University in Cluj-Napoca. In 2012, he was awarded an honorary Doctor of Law degree by Michigan State University, USA.  Boc served as Prime Minister of Romania from December 22, 2008, to February 6, 2012, and was the president of the Democratic Liberal Party (PDL) from 2005 to 2012.  As mayor, he focuses on sustainable urban development, digital transformation, and education, positioning Cluj-Napoca as one of the most innovative and dynamically developing cities in Central and Eastern Europe. At the European level, Emil Boc is an active member of the European Committee of the Regions (CoR) from the European People’s Party (EPP) group, serving as rapporteur on topics such as “brain drain” and the European Education Strategy by 2025.
