Artur Lorkowski
Director of the Energy Community Secretariat
Artur Lorkowski is a seasoned diplomat and expert in European energy policy, climate diplomacy, and sustainable development. Since December 2021, he has served as Director of the Energy Community Secretariat in Vienna, where he leads the regional efforts to integrate energy markets and advance the clean energy transition across Southeast Europe and the Black Sea region.
Prior to his current role, Mr Lorkowski was Vice-President of the Management Board of the Polish National Fund for Environmental Protection and Water Management (2020–2021), overseeing strategic funding for renewable energy, energy efficiency and climate adaptation programmes.
Between 2018 and 2020, he held the post of Special Envoy for Climate at Poland’s Ministry of Foreign Affairs. He played a key role in Poland’s international climate diplomacy, including preparations for the successful COP24 UN Climate Conference in Katowice.
From 2013 to 2017, Mr Lorkowski served as Ambassador of Poland to Austria and previously held high-level posts in the Polish Ministry of Foreign Affairs and the Office of the Committee for European Integration, where he led EU sectoral policy coordination.
He holds a Master’s degree in Economics from the Warsaw School of Economics and completed a postgraduate programme in Public Administration at Poland’s National School of Public Administration (KSAP). He also brings extensive international experience in EU accession policies, energy security and climate governance.
Mr Lorkowski is fluent in Polish, English and German. He is widely recognised for his strategic leadership, ability to foster regional cooperation and strong commitment to sustainable development and energy integration.
