Alparslan Bayraktar is a prominent Turkish engineer, academic, and statesman with over two decades of experience shaping Türkiye’s energy landscape. Since June 2023, he has been serving as the Minister of Energy and Natural Resources, following a distinguished career within the ministry, including roles as Deputy Minister, Director-General for International Affairs and EU, and Commissioner of the Turkish Energy Market Regulatory Authority (EMRA). A recognised thought leader in energy diplomacy, Mr Bayraktar has chaired the World Energy Council Turkey since 2015 and is a founding figure behind the Istanbul Center for Regulation, promoting forward-thinking regulatory frameworks in the energy sector. He holds a BSc in Mechanical Engineering from Istanbul Technical University, an MA in International Relations from Tufts University (USA), an LL.M. in Law and Economics from Bilkent University, and a PhD in Energy and Environmental Policy from Middle East Technical University, where he focused on comparative low-carbon transitions. Bayraktar is the architect behind “Turkish Energy Transition 2.0”, a policy initiative that aims to strengthen energy security, reduce import dependency, and increase the share of renewables and domestic energy production. His leadership emphasises sustainability, innovation, and localisation in energy projects, including nuclear power as a transitional solution. He frequently represents Türkiye at major global energy forums, where he highlights the country’s strategic direction on clean energy, decarbonisation goals, and future-proof energy systems.
